can you report these commands to anyone on a hacked computer?

Question: a friend recently told me their computer had been hacked. turns out vnc server was on this computer and that is how they came in. I got the computer and it was trying to send out mail. the computer has xp pro on it.
if you go to start>run, here are the following commands saved in the cache.

is there any way i can report these ips to anyone? any type of organization or isp.
i am ran spybot, hijackthis, and a full antivirus scan and hijack this had a miauk.exe that said it was a fuzzy algorhythm entry and the process was running so i stopped the service and deleted it.
i am still going to reformat it from scratch, but just wondered if I could report this person or would it be possible to get them in trouble?
